Capacity & waitlist

Set an optional maximum headcount on a camp. Once it's reached, anyone added afterwards — by a leader or via the parent join form — lands on a waitlist instead of being confirmed outright, shown as its own section on the roster with a "spaces filled" count. Leaders can promote or move someone to the waitlist manually at any time, regardless of the cap.
